how would one go about requesting money from finance? Make a proposal at GA for items and amounts?
I am thinking about some paints and art supplies for this weekend....

Yup- just write up the proposal to say what you're buying, what it's for, where you can buy it, how much it costs, etc., and pass it to somebody in finance and we'll propose it to the GA.
Make sure to do your homework- look for the best price, look for independent / local retailers, and consider other means of obtaining the item(s), such as direct donations.

Speaking of Direct Donations, I have set up a Freecycle Account for OA. We have already received donations of warm clothing, blankets, and batteries, as a result, and I will continue to keep my eyes open for items that people are offering, as well.
