In order to speed up meetings I suggest the group consider limiting the number of time increases on any one issue to 2. If after the original time had expired and a request was granted to extend discussion for a second time, the issue was still not decided the issue would be automatically tabled for another meeting.
Pros: 1. It would keep the meeting moving along. 2. It would make sure that one issue did not take up the whole meeting. 3. It would encourage better thought out proposals and better participation from the assembly. Realizing that time would be limited proposal bringers would anticipate questions and be better prepared. Likewise assembly members would be more thoughtful in there questions and less likely to abuse procedure. 4. It WOULD NOT necessarily limit debate on an issue, just debate that day. A tabled issue could always be brought up again., as soon as the next meeting if needed 5. It would make presenters really think about and be aware of the time they request for an issue. The same would be true when asking for time extensions.
Cons: 1. It could lead to proposals being rushed through without the proper consideration. 2. Important issues may need to be decided that day regardless of time needed. (Maybe if an issue was deemed EXTREMLY URGENT and a decision necessary that day this rule could be waived.)
